MOV(Quicktime) to MPG (VCD)
(You can also convert the MOV to AVI with the Freeware Rad Video Tool read here how and after convert to MPEG)

Tools:
You need Adobe Premiere to encode mov files made by Quicktime 4.0! Panasonic MPEG Plugin. (if the .mov-file is in Quicktime 3.* you can use Panasonic MPEG Encoder directly and open the .mov, read the AVI to MPG. I don't how to check if the mov is in quicktime 3 so you have to try to open it with panasonic and see if it works.)

Install Adobe Premiere and Panasonic MPEG Plugin.

Launch Premiere and make a New Project and just hit OK in the New Project Settings.

1. Import the mov to the Project. (if you can't import *.mov then install Quicktime 4.0 Player and be sure to click Quicktime Authoring under Custom or use Full install)
2. Click right button on the mov and select get properties.
3. Check the frame rate and remeber it.
4 Drag the mov to the Timeline on Video1A.

Now click on the Timeline and then File->Export->Movie
1. Select Panasonic MPEG1(if you don't find it you didn't install the Panasonic MPEG Plugin)
2. Click Advanced Settings and a Panasonc windows will appear, select under Stream Format: VideoCD/PAL if the frame rate above 25 fps or VideCD/NTSC if it's 29,97 ( if the mov is in any other frame rate you have to try, but audio maybe get unsynced)
3. Click on General Settings and select Video Settings.

1. If the original frame rate is in 25 fps select Frame size: 352x288 Frame rate: 25 and if it's in 29,97 select as the picture.
2. Hit OK.

1. Check so everything is correct and then Save.
